Rules on compliance with the ethics of scientific publications
and not allowing malpractice
in the network scientific journal «Science. Society. Defense»

(prepared in accordance with the Declaration of the Association of Scientific Editors and Publishers "Ethical principles of scientific publications" (2016),
the recommendations of the Committee on the ethics of scientific publications (Committee on Publication Ethics (COPE))
and other international associations of editors and publishers)
I. Basic principles
1.1. Ethical standards of the editorial Board. The editorial team of the journal is guided by the principles of science, objectivity, professionalism and impartiality.
1.2. Responsibility for compliance with ethical standards. Researchers, authors, editors, reviewers and publishers are ethically responsible for the publication and spreading of research results.
1.3. The rules of communication with the authors. Interaction with the authors is based on the principles of justice, courtesy, objectivity, honesty and transparency.
1.4. The presence of the Institute of reviewing. All contents of the journal, except advertising and editorial materials, clearly marked as such, are subject to mandatory peer review by independent experts (open, blind, double blind). Double blind peer review is preferred.
1.5. Access to publications. Journals guarantee access to publications, providing storage of materials in the leading libraries and repositories of scientific information of the country.
1.6. Information openness. On our page in the Internet we publish the rules of publication ethics and peer review of a clearly formulated policy of the journal, rules for the submission of manuscripts, instructions for authors and information about the availability of the materials (for free or by subscription). The ISSN address of the publisher is necessary.
1.7. Information about paid services. All information about paid services, if any, in one form or another, is clearly registered and available on the website of the journal, approved by the editor-in-chief. If the magazine does not provide paid services, it is also mentioned on the website of the publication.
1.8. Compliance with ethical criteria of authorship. 1. The author is the person who has largely participated in the writing of the work, in the development of its concept, in scientific design, collection of material, analysis and interpretation of it; 2. The consent of all authors for publication is obligatory. All co-authors must meet these criteria.
1.9. Agreement of the author on the final text variant of the article. Publication of an article under the author's name implies the emergence of copyright. The publication of the text not agreed with the author, as well as the introduction of unauthorized persons in the number of co-authors, is a violation of copyright.
1.10. Terms of decision-making by the editorial Board. Editorial decisions are made within a limited period of time and set out in a clear and constructive form on the website of the publication in the instructions for authors.
1.11. Interaction with scientific and professional associations. The editorial offices strive to interact with professional scientific associations and industry communities in order to ensure high quality of scientists ' work.
1.12. Prevention and correction of ethical violations. It is the duty of scientific editors to prevent situations when authors, reviewers or other subjects involved in the production process of scientific texts carry out unethical behavior, as well as to ensure the removal of unfair publications from the scientific space, to cooperate with the ethics Council and scientific associations.
1.13. Conflict of interest. Editors encourage authors to disclose relationships with industrial and financial organizations that may lead to a conflict of interest. All sources of funding should be indicated by the authors in the body of the article.
II. Unethical behavior in the field of scientific publications
2.1. The requirement for authors to provide their own reviews of their own articles, as well as contractual and pseudo-reviewing. This practice implies the absence of reviewing in the journal.
2.2. Offer of Agency services. The provision to authors such services as «turnkey publication», correspondence with the editor on behalf of the author, revision of articles by the agent on the recommendations of the reviewer, preparation of paid reviews.
2.3. Sale of co-authorship, gift co-authorship, change of authors. The indication of persons who have not made an intellectual contribution to the research among the authors is a violation of copyright and ethical norms, as it not only misleads readers, but also is regarded as fraud.
2.4. Publication of materials of correspondence «scientific» conferences. Since the practice of such conferences is directly related to fraudulence and fraud in the field of science, the publication of the materials of these conferences is regarded as unethical, contributing to the dissemination of pseudoscientific texts.
2.5. Transfer of texts of articles to other journals without the consent of the authors. Publication of the article in the journal, which was not agreed with the author, is a violation of the author's interests.
2.6. Transfer of authors' materials to third parties. Transfer of materials of articles sent to the editorial office to third parties, except reviewers and editorial staff, is a violation of copyright and the principle of confidentiality of editorial processes.
2.7. Manipulation of the citation. Artificial increase in scientometric indexes, excessive self-citation and friendly citation, irrelevant links mislead readers and are interpreted as fraud.
2.8. Plagiarism, falsification and fabrication. The editors work in good faith with the texts of articles, preventing the appearance of unscrupulous scientific publications containing plagiarism, falsification and fabrication of data on the pages of their publications.
III. Authors of materials sent to the online edition «Science. Society. Defense» should
3.1. Follow the basic principles of ethics of scientific publications of the network scientific publication «Science. Society. Defense» and paragraphs of Section II (Unethical behavior in the field of scientific publications) of these Rules.
3.2. Submit for consideration to the editorial Board of the journal «Science. Society. Defense» independent research works, observing the correctness and objectivity in the framework of scientific discussion, as well as specifying in sufficient detail in the links about the published information. Obviously inaccurate and incorrect borrowings indicate unethical behavior of the author and are unacceptable for publication in the journal «Science. Society. Defense».
3.3. To ensure that their work is completely original and if works and/or fragments of other studies have been used, this is duly confirmed by references. Plagiarism in all its forms, falsification and fabrication of data are unethical behavior of the author and are unacceptable.
3.4. To know that sending a manuscript to more than one journal is unethical behavior of the author and the submitted article is unacceptable for publication in the journal «Science. Society. Defense».
3.5. In the presence of co-authors, to guarantee in writing that he has the consent of all co-authors when approving the final version of the article, and the appropriate authority to prepare the study for publication in the journal.
IV. Editors of the journal «Science. Society. Defense» should
4.1. Follow the basic principles of ethics of scientific publications of the network scientific journal «Science. Society. Defense» and paragraphs of Section II (Unethical behavior in the field of scientific publications) of these Rules.
4.2. To evaluate manuscripts solely on the basis of their scientific significance, correct presentation of information, objectivity of conclusions, to stimulate exclusively scientific discussion, as well as to ensure the protection of the author's personal data.
V. Editors, members of the editorial Board and experts of the journal «Science. Society. Defense»
5.1. Follow the basic ethics principles of scientific publications of network scientific journal «Science. Society. Defense» and paragraphs of Section II (Unethical behavior in the field of scientific publications) of these Rules.
5.2. In accordance with the current legislation of the Russian Federation and international standards observe complete confidentiality in their work and undertake not to use unpublished author's information in their own research without the written consent of the author. In case of violation of this requirement (receipt of information about violation of ethical requirements in respect of the sent author's manuscript or in connection with the article published in the journal), the editorial Board will take appropriate measures to objectively clarify and publicly analyze all the circumstances of violation of ethics and abuse of office by editors, members of the editorial Board and experts of the journal «Science. Society. Defense», as well as the exclusion of such unacceptable offenses, in order to achieve personal gain in the future.
